Chief of Police January 2002 to Present
Purpose
The Chief manages and directs the operations of the Department. The Chief ensures that all
functions for the Police Department are legally, effectively, efficiently, and safely performed.
Responsibilities
The Chief is responsible for defining the mission and providing the vision for the Department.
Other responsibilities include ensuring accountability for the efficient, effective, and safe use of
the Department’s resources.
Duties
1. Plans, coordinates, supervises, and evaluates the operation of the Department.
2. Develops policies and procedures for the Department
3. Plans and implements the law enforcement program for the Town.
4. Reviews performance of the Department and formulates programs and policies to alleviate
deficiencies.
5. Coordinates the information gathered and work accomplished by various officers; and assigns
officers to special investigations as the needs arise for their specific skills.
6. Supervises and coordinates the preparation and presentation of an annual budget for the
Department; directs the implementation of the Department's budget; plans for and reviews
specifications for new or replacement equipment.
7. Directs the development and maintenance of systems, records, and legal documents that
provide for the proper evaluation, control, and documentation of Department operations.
8. Handles grievances, maintains Departmental discipline, and oversees the conduct and general
behavior of assigned personnel.
9. Prepares and submits periodic reports to Town Council regarding the Department’s activities,
and prepares a variety of other reports as appropriate or requested.
10. Meets with elected or appointed officials, other law enforcement officials, community and
business representatives, and the public on all aspects of the Department's activities.
11. Attends conferences and meetings to keep abreast of current trends in the field; represents
the Department in a variety of local, county, state, and other meetings.
12. Cooperates with County, State, and Federal law enforcement officers as appropriate where
activities of the Department are involved.
13. Ensures that laws and ordinances are enforced and that the public peace and safety is
maintained.
Essential Functions
These include, but are not limited to:
1. Providing the vision and leadership for the Department.
2. Performing the duties and functions of a sworn officer, as necessary.
3. Qualifying with firearms and other offensive and defensive weapons.
4. Having the physical, medical, mental, and psychological ability to protect the general safety of
the public at all times.
5. Maintaining the confidence and trust of the members of the Department and community. The
Chief manages and directs the operations of the Department. The Chief ensures that all functions
for the Police Department are legally, effectively, efficiently, and safely performed.
Accomplishments
Spearheaded the expansion of the Fort Lawn Police Jurisdiction.
Instituted Community Policing.
Institutes Reserve Officer Program.
Fort Lawn Police Dept is the only Law Enforcement Agency in Chester County that has mobile
data terminals inside patrol cars that can run NCIC checks on License Plates, Licenses, check
firearms to see if stolen and wanted persons.
As Chief of Police I wrote and received over $20,000 in grants. Example Local Law Enforcement

Rock Hill Police Department Rock Hill, S.C.
Police Officer I March 2001 to January 2002
· Responsible for patrolling the areas within the city limits of Rock Hill, checking property for
security, apprehending and questioning suspects, assisting victims, processing prisoners,
maintaining order and public safety, responding to high-risk situations; securing crime scenes;
participating in criminal investigations; serving subpoenas, warrants and other court papers;
accident investigations; preparing cases for court; testifying and presenting evidence in court as
necessary; preparing and submitting required daily reports to appropriate authority; assisting
with crime prevention and public relation activities and programs, etc.

Patrol Corporal January 2001 to March 2001
· Supervise the activities of assigned Officers in order to ensure the enforcement of local and
state laws, county ordinances, and the City's policies and procedures relating to public safety
and welfare. Supervised 2 employees.
· Review the work of subordinates for completeness and accuracy; evaluate performance and
make recommendations; offer advice and assistance as needed.
· Provide assistance to subordinates and co-workers in completing investigations and preparing
for court cases. Testify and present evidence in court as necessary.
· Review all reports, records and related information prepared by subordinates to determine and
ensure completion and accuracy; prepare shift reports and submit reports to appropriate
authority.
· Remain abreast of all federal and state laws and ordinances of Chester City and inform
subordinates of any changes.

Chester County Sheriff's Office Chester, S.C.
Chief Deputy November 1997 to January 2001
· Responsible for supervising the daily operation of the Sheriff's Office; assign work loads and
establish work schedules; directs and supervises duties of assigned staff. Supervisory duties
include instructing, assigning, reviewing, planning work of others and promoting health and
safety; maintaining standards; coordinating activities; allocating personnel; performing
background checks on new/prospective employees; selecting new employees; acting on
employee problems; and recommending employee transfers, promotions, discipline, discharge
and salary increases. Supervised approximately 45 employees. Assume the duties of the Sheriff
in his absence.
· Receive and investigate all complaints against the Sheriff's Office and personnel disciplinary
problems, and take corrective action as necessary.
· As Chief Deputy I wrote and the Sheriff’s Office received over $600,000 in grants. Example
School Resource Officer's, Local Law Enforcement Block Grants, COPS Grants.

Patrol Lieutenant January 1997 to November 1997
· Responsible for supervising activities of patrol deputies; establishing work schedules and
allocating personnel; evaluating performance and making recommendations; responding to
and/or providing backup, leadership, and coordination in emergency or high-risk situations;
performing general law enforcement duties such as patrolling areas of Chester County,
apprehending, questioning, and arresting suspects, assisting victims, processing prisoners,
maintaining order and public safety; testifying and presenting evidence in court as necessary;
receiving and reviewing incident reports, warrants, subpoenas, criminal records, and routine
reports, etc. Supervised approximately 20 employees.

Patrol Sergeant January 1994 to January 1997
· Supervise the activities of assigned Corporal and Deputies in order to ensure the enforcement
of local and state laws, county ordinances, and the Sheriff's Office policies and procedures
relating to public safety and welfare. Supervised 3 employees.
· Review the work of subordinates for completeness and accuracy; evaluate performance and
make recommendations; offer advice and assistance as needed.
· Provide assistance to subordinates and co-workers in completing investigations and preparing
